Cook County Commission on Human Rights Finalizes Rules Interpreting the Just Housing Ordinance

On November 20, 2019, the Cook County Commission on Human Rights’ Rules Committee finalized the procedural rules interpreting the Just Housing Ordinance (“JHO”). The Commission’s proposed rules are below and are expected to be approved as currently written. Among other things, the JHO significantly restricts a landlord’s ability to use an applicant’s criminal history when deciding whether to rent to that applicant. The ordinance is effective December 31, 2019. Cook County landlords are strongly urged to consult an attorney to ensure compliance with the JHO.
